Stalled Russia sanctions bill hits North Korean snag in US Congress

Not all House Democrats are convinced this is a fight worth having as they push for a quick vote on the bill, arguing that House Republicans could always use procedural measures to avoid tough votes on Russian Federation sanctions in the future regardless of the language in the bill.

The legislation, however, has stalled in the House as the administration works to soften the congressional reach.

Most significantly, the bill would empower Congress to block steps by the Trump administration to soften or lift those penalties.

Ashley Etienne, a spokeswoman for House Minority Leader Nancy Pelosi, said that Democrats have been demanding for weeks, to no avail, that the House Republican leadership bring the sanctions bill to the floor for a vote. "I think frankly they did not realize the outcome of striking some of the language which assured a vote by everybody".

The Senate passed the bill a second time by unanimous consent on June 29, with a "fix" to address the procedural issue, but it has still not been taken up by the House.

The legislation sailed through the Senate almost a month ago in response to Russia's meddling in the 2016 presidential election and its belligerence toward Ukraine.

According to a GOP source who attended the weekly House Republican conference meeting, no one raised the issue of Trump Jr.'s emails or details about the meeting at Trump Tower with the Russian Federation representatives.

Democrats have accused House Republicans of stalling the sanctions package because of Trump administration concern about provisions setting up a process for Congress to approve any effort by the president to ease sanctions on Russian Federation.

Ryan told a news conference he wants to move a strong bill regarding sanctions on Russian Federation as quickly as possible but that the legislation still faced procedural and policy hurdles.

"Republicans could put the bipartisan Senate-passed Russian Federation sanctions bill on the President desk tomorrow, but instead they're searching high and low for excuses to drag out the process, weaken the bill, and let Russian Federation and the White House off the hook", spokeswoman Ashley Etienne said.

Still, Russia sanctions have broad bipartisan agreement among lawmakers in both houses of Congress, and would likely pass with enough support to override a potential veto from the White House. "This is a smokescreen to a bill that needs to get done now".

While the current roadblock could be cleared with a procedural vote to send the bill back to the Senate, House Republican leaders are wary of doing so - noting a lack of precedent for such a vote.

But the Senate's tweak also changed a provision allowing any House member to force a vote on a resolution to disapprove of easing sanctions, raising new objections from House Democrats.

Texas lawmakers and energy companies have raised concerns about the way the sanctions could affect the U.S. energy sector, although the Senate disagrees that it's an issue.

Corker pointed to a speck of dust on the floor and told reporters that focusing on the procedural issues Ryan's team has used to explain the House's slow going on Russian Federation sanctions would be like focusing on the speck of dust. "But aside from those issues, we want to get this done".
