Russia, which shares a border with North Korea, has repeatedly joined China in calling for negotiations with Pyongyang, suggesting that the United States and South Korea halt all major war games in exchange for North Korea halting its testing program.

South Korea's defence ministry said it was already strengthening its defences, in part by deploying more US-made Terminal High-Altitude Area Defence (THAAD) missile launchers.

Japanese Foreign Minister Taro Kono told lawmakers it was time to increase pressure on North Korea and eliminate loopholes that allow some countries to continue trading with Pyongyang.
