On Wednesday, North Korea launched its third and most advanced intercontinental ballistic missile, which experts now believe could reach the mainland United States. The global community should pool its efforts to resolve the North Korea issue following the example of China and Russia, Chinese Foreign Ministry Spokesman Geng Shuang said at a press briefing on Friday.

At the end of November the USA unveiled fresh sanctions against the North, which it said were created to stop its funding of nuclear and ballistic missile programmes.

Under the previous administration of impeached President Park Geun-hye, Seoul reached a deal with Japan on December 2015 to end the so-called comfort women feud once and for all in exchange for Japan's state fund to support the Korean victims.

The US remains determined to stop North Korea from building a credible nuclear force, but it's looking less likely it will be able to do so diplomatically.

Haley said Trump had called Chinese President Xi Jinping and urged him to "cut off the oil from North Korea", a move that would deal a crippling blow to North Korea's economy.

While Trump has been bellicose at times in rhetoric toward North Korea, Tillerson has persistently held out hopes for a return to dialogue if North Korea shows it is willing to give up its nuclear weapons program.

Ms Haley, speaking at an emergency meeting of the United Nations Security Council, also said that if war comes as a result of further acts of "aggression", such as Tuesday's launch, "make no mistake the North Korean regime will be utterly destroyed".

A White House statement about the phone conversation between the USA and Chinese leaders said Mr Trump made clear "the determination of the United States to defend ourselves and our allies".

In spite of Trump's rhetoric and warnings that all options, including military ones, are on the table in dealing with North Korea, his administration has stressed it favors a diplomatic solution to the crisis. -South Korea alliance and added: "Both leaders reaffirmed their strong commitment to compelling North Korea to return to the path of denuclearization at any cost".

Natural disaster reported near North Korean nuclear test site
North Korea has repeatedly rejected accusations of human rights abuses and blames sanctions for a dire humanitarian situation. McMaster said the possibility of war with the North was "increasing every day".

But Mike Elleman, a leading missile expert, wrote on 38 North, a website for North Korea analysis, that despite the missile's size it still probably couldn't send a heavy nuclear warhead as far as the US's east coast.

It has said its weapons programs are a necessary defense against US plans to invade.

The US has repeatedly said that it will not accept North Korea as a nuclear power and that it will consider military intervention to stop it.

She said the United States did not seek conflict but that North Korea's regime would be "utterly destroyed" if war broke out.
