Russian Federation has denied meddling in the election and Trump has called the special counsel's investigation a "witch hunt". Mueller reports to Deputy Attorney General Rod Rosenstein, who appointed him, although the rule gives a special counsel broad discretion to run the investigation without regularly consulting with the department or requesting its approval. Mueller's probe, established on May 17, is mandated to continue the FBI investigation into the Russian government's alleged efforts to interfere with the 2016 USA presidential election.

The bulk of the spending - $1.7 million - has been on personnel salary and benefits, according to the report.

The Mueller probe also spent $157,339 for a variety of contractual services - $111,245 for information technology, $24,456 for transcription and $17,217 for building services. Travel outlays added up to $223,645, most of which was spent to temporarily relocate DOJ employees detailed to the SCO.

According to several previous reports, Mueller's team has been investigating the president's involvement with Moscow associates in a project in SoHo (New York) and the sale of his Florida mansion in 2008 to a Russian oligarch, Dmitry Rybolovlev.

Asked in July if Mueller would be crossing a "red line" should the investigation veer into examining his finances, Trump told The New York Times, "I would say yeah".

Mueller incorporated several ongoing investigations within the Justice Department including those of Trump campaign contacts with Russian Federation, former Trump campaign chairman Paul Manafort's business activities and former national security adviser Michael Flynn.

Mueller filed charges against Trump's former campaign manager Paul Manafort and his business partner Rick Gates on October 30. The individuals were not named.

Since the probe began in May, the special counsel has charged four people, two of whom have pleaded guilty.

Mueller headed the Federal Bureau of Investigation during the George W. Bush administration, and served in that capacity for two years under the Obama administration before being replaced by James Comey.
