However, they will allow athletes to compete in the 2018 Olympic Winter Games in PyeongChang after approval by an IOC panel.

Some of the country's athletes will be allowed to compete under the tag of "Olympic Athlete of Russia", if they satisfy strict conditions that show they have a doping-free background.

"It sounds like a really good compromise to me", said Stuart Benson, who raced on the British four-man bobsled team that placed fifth in Sochi, but which now hopes for the bronze medal after two Russian sleds were disqualified.

"The facts are that in Russian Federation there was systemic manipulation of doping and the anti-doping system... that also took place at Sochi 2014 (Winter Olympics)".

At the IOC's Congress in Lima to award the 2024 Summer Olympics to Paris and 2028 Games to Los Angeles, 17 national anti-doping agencies including the United States, France, Germany and Britain demand Russia's exclusion from Pyeongchang, calling it "one of the biggest doping scandals in sporting history".

But all eyes will be on President Vladimir Putin on Wednesday when he is scheduled to speak to his supporters during a planned event.
