  • S. Korea offers to talk with North on Olympic cooperation

"This is reality, not a threat", Mr Kim said during a televised New Year's Day speech.

Kim said he would consider sending a delegation to the Winter Olympics Games in Pyeongchang, South Korea, in February.

Kim Jong Un also says expanding his arsenal is now a priority. Relations between the Koreas have plunged as North Korea has expanded its weapons programs amid a hard-line stance by Moon's conservative predecessors.

'The improvement of relations between North and South Korea can not go separately with resolving North Korea's nuclear programme, so the foreign ministry should coordinate closely with allies and the global community regarding this, ' Moon said on Turesday. But U.S. -based experts saw Kim's speech as a clear attempt to divide Seoul from its main ally, Washington, which has led an global campaign to pressure North Korea through sanctions to give up weapons programs aimed at developing nuclear missiles capable of hitting the United States.

On the same day, a Chinese vessel was seen transferring oil to North Korea's Rye Song Gang 1 ship in U.S. The statement did not address whether or not Russian ships had transferred the fuel.

Talks could provide a temporary thaw in strained inter-Korean ties, but conservative critics worry that they may only earn the North time to flawless its nuclear weapons.

Kim said in his speech Monday that North Korea previous year achieved the historic feat of "completing" its nuclear forces.

It has shrugged off a raft of new sanctions and heightened rhetoric from Washington as it continues to drive forward with its weapons programme, and has said its arsenal is for defence against aggression from the United States and its allies. Kim added the goal for 2018 is to "mass produce and deploy nuclear warheads and missiles".

"Kim Jong Un's strategy remains the same". But Kim also repeated that South Korea must stop annual military exercises with the United States, which he calls an invasion rehearsal against the North.

This is Liberia's first peaceful transfer of power from one democratically elected head of state to another in more than 70 years. The results were almost identical to those announced on Thursday evening by the commission after 98 percent of returns.

He said the North might also be using its potential Olympic participation as a chance to show its nuclear program is not meant to pose a threat to regional peace.

"North Korea's participation in the Winter Games will be a good opportunity to showcase the national pride and we wish the Games will be a success".

President Moon said last month that annual springtime war games between South Korea and the United States can be delayed if the DPRK refrains from conducting any provocation, calling on Pyongyang to participate in the winter sports event to make the PyeongChang Olympics a peace Olympic.

"This is reality not a threat".

Their dad Thomas Markle Sr, who lives in Mexico and is yet to meet Harry, would be "extremely hurt" by the comments, he added. Grant took to Twitter to vent her anger.

Despite the apparent olive branch, Kim also repeated claims that he could hit anywhere in the US with a nuclear weapon, and called for mass production of nuclear warheads.
