The report to the U.N. Security Council, which diplomats expect to be made public in mid-March, details "substantial new evidence" about North Korea's dealings with Syria, dating back to 2008.

The revelations underscore widely held concerns about North Korea's willingness to market its most advanced weapons technology to foreign clients - including, in this instance, to a Syrian regime notorious for using chemical weapons to kill its citizens.

The Sunday attack killed one little boy and hospitalised 18 other people who first responders said had symptoms consistent with exposure to the poison gas.

The report was compiled by the UN Panel of Experts, which assesses North Korea's compliance with UN resolutions. If the report is accurate, it would represent an ominous marker of how far the crimes and violations committed by the Syrian government have eroded respect for long-established prohibitions.

The allegations follow new reports of chlorine being used by Syrian forces, which the government denies.

The Syrian government has refuted the report, saying the only North Koreans they have in their country are athletes and sport coaches.

It is unclear when, or even whether, the report will be released.

Ahead of the meeting, Mr Yakovenko said: "Russia is firmly committed to UN-led peace process and political settlement". Myanmar expelled one North Korean diplomat past year for dealings with a banned North Korean company.
