President Trump on Friday reluctantly signed the $1.3 trillion spending bill passed by Congress, after writing on Twitter earlier in the morning that he was "considering a VETO".

"Therefore, as a matter of national security, I've signed this omnibus budget bill", Trump said.

Lawmakers on Wednesday unveiled a $1.3 trillion omnibus spending bill that would fund the government through the end of September. But in crafting a sweeping deal that busts budget caps, they've stirred conservative opposition and set the contours for the next funding fight ahead of the midterm election. "The finishing touches came out, uh, this week, and we have a hard deadline we're working up against", House Speaker Paul Ryan said.

The bill to fund the government past Friday is in the Senate's hands, but it's not all smooth sailing.

Afghanistan's Shiite population has repeatedly been targeted by IS affiliates, who view the minority group as apostates of Islam. Earlier reports said the bomb was planted in a vehicle , but the city police later confirmed it was a suicide bomber.

On Friday, Trump cast doubt about the bill's fate by tweeting that he was considering a veto of the bill that has been regarded as a compromise bill by many Democrats and Republicans in Congress.

Criticizing several spending measures shoehorned into the bill, Trump called on Congress to grant the president a line-item veto power for spending bills.

Paul infuriated fellow Republicans last month when he took to the Senate floor to decry a spending bill. "I don't think it's because they were trying to diss Johnson, but there was no way they were not going to bang that gavel".

Now the bill heads to President Donald Trump's desk for his signature.

Judge temporarily blocks 15-week abortion ban
We will fight this unconstitutional ban and ensure that women can access legal and safe abortion care, no matter their zip code. Tate Reeves echoed that sentiment Monday, tweeting "It's a great day in Mississippi" along with a picture of the signing.

Rep. Mark Meadows, R-N.C., chairman of the House Freedom Caucus, told The Hill that the fact that 25 Republicans voted against the bill is emblematic of its issues.

Conservatives also argue the expensive bill is bloated and that it does not do enough for GOP priorities such as building a wall on the Mexican border and blocking funding for Planned Parenthood. The omnibus spending plan preserves funding for the agency's climate research arm - the Office of Oceanic and Atmospheric Research - which Trump wanted to cut by 32 percent budget cut, the largest of any NOAA agency.

The bill does include incremental steps to curb gun violence, including the so-called "Fix NICS" measure which would strengthen the background check system.
