In January, Netanyahu announced a "mission" to expel all illegal African migrants from the country. Veteran residents of the working-class area, where the migrant population is concentrated, had felt slighted by the deal.

As the migrants could face danger or imprisonment if returned to their homelands, Israel offered to relocate them to an unnamed African country, which deportees and aid workers said was Rwanda or Uganda.

The Supreme Court froze the deportations in mid-March in response to a petition.
